CDT Review - Chapter 4, Codes, Regulations, and Standards

Chapter 4 of CSI Project Delivery Practice Guide (PDPG) outlines the codes, regulations, and standards, which establish minimium requirements for the design and construction for buildings and other structures. It also outlines the basics of Authorities Having Jurisdiction (AHJ). (Review PDPG - Chapter 4, p. 52.) This is another brief chapter, which I will outline the basic terms and concepts below.

Codes
Note the most commonly known building codes developed by the International Code Council (ICC).

  • International Building Code
  • International Electrical Code
  • International Energy Code
  • International Existing Building Code
  • International Fire Code
  • International Fuel Code
  • International Mechanical Code
  • International Performance Code
  • International Plumbing Code
  • International Private Sewage Code
  • International Property Maintenance Code
  • International Residence Code

Also review the list of requirements for each of the following:

  • Design and Construction Requirements
  • Fire and Life Safety Requirements

Finally understand the AHJ review process and permits for construction, and remember that evaluation of building materials and reports are available from various organizations.

Regulations
There are five key subjects to know regarding regulations.

  • Zoning, Deed Covenants, and Regulations
  • Site Use and Environmental Requirements
  • Occupational Safety and Health Requirements
  • Accessibility Requirements
  • Health and Sanitary Requirements

Standards

Standards establish uniform guidelines, criteria, methods, processes, and practices for a building product, assembly, or technology,
(PDPG - Chapter 4, p. 61)

In general standards include the following types:
(See PDPG- Chapter 4, p. 61 for examples and detailed description.)

  • Material Standards
  • Product Standards
  • Design Standards
  • Installation Standards
  • Test Method Standards
  • Performance Standards

Also review briefly three aspects:

  • Standards Development Process
  • Standardss Development Organizations
  • Government Standards Development Agencies

Associations, Societies, Councils, and Institutes
Know the role and characteristics of associations, which also may be called societies, councils, or institutes.

Also review:

  • Reference Standards
    • Advantages -
      • Quality Assurance
      • Uniformity
      • Reduced Conflict and Duplication
      • Reduced Work
    • Common Issues -
      • Applicability
      • Quality
      • Availability
      • Duplication and Conflict
      • Optional Provisions
      • Multiple Standards
  • Manufacturer Standards and Certifications
    • Company Standards
    • Consensus Standards
    • Manufacturer Certifications
